The person who wants a tourist visa must apply themselves, and show ties to their home country. Check out the US embassy in Senewgal's website and it should have directions on how to apply for a tourist visa. You as the person in the USA can do very little.

Letters of invitation have very little weight, If you want to write one send it to the person who will be applying for the tourist visa and they can bring it to their interview with them in the US embassy local to them. In the letter, write how long you expect the person to be there, what you plan on doing with them (seeing grandchild, visiting Niagra falls... whatever), and what, if any, expenses you are prepared to pay for them (plane ticket, room and board etc).

There is a Senegalese consulate in Georgia.

Perhaps the issue is the requirements for a visa to go to Senegal?
