Just listen to the advices of the members here... first of all a tourist visa wont work, period! I'm from the Philippines and I know its a one in a million chance...its just a waste of money and time for you... Second, that chaperone thing was a B.S!!! I look at it as an extortion and taking advantage on your good deeds...3rd, truly United States of America has his way of protecting his people, that you should met within two years as a requirement... for me, your k1 petition will not work without that two year restriction, and I do hope your lawyer tell that.... because its a common sense I dont have to be a lawyer for me to tell your application will go nowhere... I'm sorry if I'm a little bit frank, cause thats the truth... Save your time and money my friend.... enjoy life...

But that is the idea of her applying for a tourist visa... So she can get denied and he can prove that neither of them can make the trip... Once she gets the denial, he can complete the required documents for the waiver he requested... Although I full concur with the red flags that are being thrown up... And I am HUGE believer that if only for the emotional understanding aspect, you should visit your prospective life partners country and meet their family...

yah, thats right, you got what uscis wants a denied tourist visa... BUT thats just the tip of the iceberg...do u think an added evidence of a denied tourist visa is a ticket to waive the two years meeting in person???? well, you can take chances who knows right? but I really have a feeling it just would not work...

No, no guarantee it will be approved and there is a likelihood it will be denied anyway... But it is a guaranteed NOT to be approved if she does not apply and get denied... And he medically cannot travel so his choices are limited, either he either gives it a shot or gives up for a long while (until 3+ years until e he is medically cleared to travel)

The whole scenario shouts scam.

Putting that to one side:

There is no cultural or religious requirement for 2 chaperones.

The standard format response quoted above does not say send us a visa disapproval and we will issue a waiver.

There is no requirement to meet in the US or PI.

Let us say you did get a waiver, how would that then look at the interview?

..and besides what's already been mentioned, the 2 chaperones need visas as well. No guarantee they'll have their visas approved. And while love might seem to defeat the cost of 3 people = 3 plane tickets, 3 mouths to feed, 3 beds, 2 people you absolutely know nothing about, please think long and hard about it before making arrangements.

A valid point is also that you can't submit evidence dated after your original petition if it's to be taken into consideration. As I mentioned before, you have little to lose by submitting the evidence you have besides the stuff you originally submitted. And keep copies of everything. If the first petition gets denied, it's nice to already have copies of certain undated papers. And when the RFE specifically mentions her visa/lack thereof, your RFE response should at the minimum contain some sort of evidence as to why she has not got a visa or didn't try to obtain one. If she did try to get a tourist visa sometime during the last 2 years leading up to the petition, then submit the denial letter as proof.

I'm sorry - in my first reply I didn't notice that your original post actually did say that the RFE specifically asks for her visa.
