I just got here in the U.S. and I do have permanent residence. I'm wondering how will I be able to process my girlfriend in the Philippines to come here in the U.S. Do I need to get my US Citizenship first before I can petition her for a fiance visa?

If you want the fiancee visa route, yes you have to be a US citizen first before you can file for K1 (fiancee visa). But it will take 5 years before you qualify for naturalization.

Fastest route is go back to the Philippines, get married there, go back to the US and file i-130 for your wife. Your wife will be under the F2A category (Spouse of Lawful Permanent Resident). Waiting time for F2A is 2 and a half YEARS.
