Hello every one this is my second time here :-)

I applied CR-1 for my wife and the last step that I made is sending the Affidavit of support, im filling up the DS-230 and saw the requirements: "ORIGINAL" BC, MC, Police Clearance told my wife to get all of those and mail it to me.

But I paused for a second, and I know that the US Embassy in the Philippines should have all "ORIGINAL" BC, MC, Police clearance from there I dont know where to send the DS-230.

My question is:

Should i send the DS-230 to NVC here in the US

or

Should my wife have it for her interview at the US Consulate in the Philippines? im confused....

The beneficiary fills up and signs the DS-230 form. Your wife can mail it together with the other civil documents directly to NVC in the US. There's an NVC address in the barcoded cover sheet. She can send it via FedEx, UPS (2GO), DHL or LBC. After your case has been completed, the NVC will forward her documents to the US Embassy in Manila.

I did submit my DS-230 via e-mail to NVC. They accepted it and from there they sent to me an e-mail to pay for IV FEE. Prioritized to send the DS-230 so you will be on the nest step of processing.

aFTER the confirmation that NVC received my DS-230 via e-mail and that Im authorizing my husband to be the agent (DS-230). I mailed all the original civil documents required via courier.

The Philippines do not have electronic processing. The DS-230 and the beneficiary's civil documents should all be mailed to the NVC unless you have applied for DCF in Manilla after the IV bill has been paid. The beneficiary at this point is the principal applicant. They need to sign part 1 of the DS-230 and fill in part 2 but do not sign.
