Me and my wife are in collage she will not meet the requirements for the affidavit of support. Her mom has already agrred to sponser. So my question is who fills out the I-864? Do they do one each? or just her mom?

Both fill out the forms, sponsor will still have to meet guidelines for two or however many people in her family.

Does my mother in law (sponser) combine her and her husbands (fatherlaw) income.They are married and live together and obviously thier income goes into one household.

If your mother-in-law needs your Father-in-law to combine income with to have enough to co-sponsor then yes, he needs to fill out an I-864a. But if she makes enough on her own then no. She still needs to count him in her household size however.
