That's a change. Last shotgun I bought new was a Remington 870 came plugged. My hunting rifle only holds three rounds.* The game warden here used to check to make sure your rifle couldn't hold more than five rounds last time I went hunting.

The law regarding plugs has not changed sine 1920. Whether a manufacturer provides one or not is a marketing choice! So you assume because Remington chose to put the easily removable plug in the gun that represents THE LAW throughout the US.

But, you are saying, we don't need high capacity magazines for hunting, so we can take that off the table.

One interesting thing I discovered today is that many firearm companies are starting to restrict sales to police and state governments that are passing these laws. IE if a citizen cannot have X firearm, we'll stop selling such items to the police.
