NVC sent me an email stating that the documents I sent are not an original or certified copy. I sent the same documents to dept of homeland security and did not have any issues. I did however send in the original marriage certificate to NVC, which was rejected. What is considered a "certified copy" can I take the scanned document of the original and have notarized locally in California, will this suffice? Any help would be greatly appreciated.

You do not get a copy certified. You obtain an actual certified copy from the agency that holds the original. NVC requires the actual certified copy, not a photocopy of a certified copy like you sent to USCIS.

The documents you send to USCIS are supposed to be copies.

The documents you send to NVC are supposed to be, to not confuse you, I will only say originals.

For example, for birth certificates and marriages license, you must mail away for them or go to your court house, health dept, and get them from the actual issuing agency.

They are referred to as certified copies because the originals are typically kept at the actual agency and never given out.

The police check would probably be your only ACTUAL original document that I can think of off the top of my head.
