Thank you for all of your helpful insights and responds. Over the weekend we asked a few people we know, all of the responds contradict your answers above. I don't understand, I mean, we can all call them liers but why everyone tells a lie when then do them no good:

Case #1, male, around 37 YO, his sister petitioned him years ago and came to New York City earlier this year, single when he enters the US, he is now at school, working towards a Medical Technician degree, he claims he's got health insurance (medicaid, the "white card" as people in the community calls it) for free and on food stamps. I asked him 5 times, and the answers were the same.

Case #2, male, around 60 YO, resident of New York state but temporary lives in Maryland, works only on cash jobs, claims he got health insurance (medicaid) for free and also on food stamps.

I am not saying these two people are honest but I don't think they have a reason to not telling the truth to me, it does not do them any good.

There are things you are allowed to do and things you can pull off even if you aren't supposed to. They may be telling you the truth. But IF they get caught doing these things and it comes to officals desk 2 things are very apt to happen. The sponsor will receive a very big bill and the immigrant will be sent home. If you want this to happen to your inlaws fine. The world is full of people that will do fraud, don't lower yourself to their level just because it is cheap. Check carefully about such things
