When at NVC, there's no reason to wait for an RFE. Just go ahead and use the cover sheet again to send the correct size passport photo. Then, make sure your spouse has at least six more of the correct size for the interview and medical.

Facts are cheap...knowing how to use them is precious...

concur with push on this one -

simply reprint the coversheet that you downloaded from the IV section of the online payment portal,

make a mail packet including it,

add in the right size photos.

you could send that off today, if'n you'd like to.
