Hi! Im officially a US Citizen and would like to petition my parents.

My father's birth certificate says Baby XXXX. So they went to the City Health or City Registrar and have it fixed. They sent all the papers to NSO but says it may take up to 4 months before he will have NSO issued birth certificate. My question, is it possible to submit a City Registrar issued birth cert with his correct name for my initial filing?

The NSO copy will be required during the NVC step. I would file it now if I were you. Worse case is that you'll get an RFE several months after your initial filing which the NSO copy may be available by then.

12/13 - Sputum Final Result (Negative)

12/21 - Interview at Embassy (Approved)

12/28 - Visa Picked Up from 2GO

12/28 - CFO

12/30 - POE (LAX)

I thought so too. Btw, when do we pay for sponsorship and visa fee? Thanks!

you pay for the initial submission along with the I-130 Form. ,.. you pay the visa fee when instructed to do so by the NVC which would usually be within 2-3 weeks after a consular specific case # is assigned.
