yup! they will see each other after the guys deployment,second quarter of 2013 :)

And that's when they can file for spouse visa, not before.

they just did the proxy thing :) the guy is in deployment the family member is in the philippines. just dont know what are they going to use in filing the petition :)

If the marriage is consummated after the proxy marriage but before the I-130 is filed,

then yer golden, from a USCIS perspective.

Please understand what consummate means, and note it's placement as a timetick in the events.

Note only certains states recongize proxy marriages, they must be register to live in one of these states inorder for the proxy marriage to recongize by USCIS.

Never know why people make life so hard for thenmselves.

Not all states perform them but a double proxy marriage legally performed in Montana would be recognized as legal in all 50 states. (The only exception I could find is Iowa and even then it seemed to just be a matter of more paperwork)
