Hello I am a us citizen .In my family there are 4 members , myself , wife and 2 children. We take medicaid and food stamps , and my income is below the poverty line . I would like to apply I-130 for my sister and my mother . I would like to know whether I can apply for them to immigrate to usa . Please let me know .

You have to be able to show that you can support them.

Yes, you can. If your income is not enough then you would need to obtain a joint sponsor.

Your mother will be able to get a visa quickly. Your sister will not be able to come for several years.

The sister is not so much an issue as it takes so long. The Mother, well you will need a co sponsor.

Is he wealthy enough to support herself?

Yes, you can apply for them. You must apply separately.

It takes about 1 year for a US citizen to petition for a parent. It takes 11 years for a US citizen to petition for a sister.

One big obstacle standing in the way for them to get immigration visas is the I-864 Affidavit of Support. You must show that the new immigrants will not rely on Medicaid, food stamps, or certain other public benefits. This policy is so the US taxpayers don't end up paying for the new immigrants. If a person wants to bring family to the US, the person must take financial responsibility.

Since you do not make enough to sponsor them, you will need a Joint Sponsor. A JS signs a legal contract promising to repay the government if the immigrant receives a forbidden public benefit. Lots of people in your situation will rely on family or friends to be their JS. It's common and easy.
