If you file a K-3 it will take FOREVER because it is no longer used. So its a dead end path to do that.

You will file for a CR-1.

Hi! I understand you don't wanna be far from your husband, it's very difficult, everybody goes through the same situation here, but there's no shortcut, you will have to file I-130 petition for him and it pertains to the spousal visa CR-1/IR-1. It has been taking 8-10 months lately for the whole process to be completed, you can look at the Morrocan timelines to have a closer idea of the time you have ahead of you.

Also, this is the guide for spousal visas:

http://www.visajourney.com/content/i130guide1

You will have to proove income and be updated with IRS too.

Good luck!

Owing the IRS is ok as long as you have made payment arrangements. You do need to be up-to-date with tax filings.

Whether "not working but having an income" is ok will depend on what sort of income you have. For example if you get an annuity and this is guaranteed long term, you will be fine (assuming it meets the 125% poverty level).
