Its, 11 days now, that they received my ds-230 and we don't received any mail coming from NVC, since then.MY agent called NVC yesterday, to check the status of our case. The operator told us via speaker phone that our case was approved and only looking for the date of our interview and told us that its maybe on May.My question is,some says here in vj's to find out if your case is complete, is when u login in the payment portal it will shows 'sign in failed', but in our case, its not.i can still log in.Is it normal? When is the time they will close our case and bring it to our embassy here?

If an operator did tell you that your case has been completed, it means exactly that. It is complete. Call NVC or DOS in a week or so to check on an interview date.

Its not exactly he told us that our case is been completed, what he told us is, when we ask for the status or update, he said we are "APPROVED", and just looking for a date for my interview.IS that mean when he said were APPROVED, means that our case is been completed?

that's exactly what it means your case is complete, i dont see why the operator would tell you're approve and say say complete at the same time, if said your approve then your case is complete and you have to wait for a interview date which they will notify you once a date has been set!
