Your question is rather vague - can you provide more details? Are they your step children or biological children? It makes a difference.

Did you get both children a CRBA? They are U.S. citizens, they need passports.

If you are from the Philippines and your kids were born before you became a US citizen then the documents you have to submit will depend on the age of the child and their marital status.

More details, please. Were you a US citizen at the time your children were born? If so, had you accumulated at least five years of physical presence in the US, with at least two years of physical presence after age 14?

If the answer to both of these questions is "yes" then your children have a claim to US citizenship, and are ineligible for any sort of visa. You need to file a Consular Report of Birth Abroad (CRBA) for both children and get them each a US passport.

If the answer to either question is "no" then the children don't have a claim to US citizenship from the time they were born, and you'll need to file an IR2 visa petition for them. They'll become US citizens when they enter the US with their immigrant visas.
