It says fill DS-230 part one and 2,does than mean page one and 2 or part one and 2, all (4) pages?

That is fine as well. I think when you fill it out online even if you download the form you cannot save it so make sure you print it when you complete the form.

The form did not expire, what expired was the comment period to OMB. You can use the form with no problem.
