I think you should fill in your timeline or give a brief summary of your journey because there isn't enough information in your post.

Your petition got revoked? So it means that you had received an NOIR and replied to it?

Have legitimate reasons for appeal or BIA may dismiss the appeal. You must provide a explanation why you think the earlier decision was in error. If you do not provide an explanation of why you think the earlier decision was in error, and you do not file a brief, your appeal may be denied. If you do not know what "brief" means than you should consider hiring a lawyer for your appeal.Anyway a brief is the argument of why the decision was either factually or legally wrong.

The Board does not consider new evidence on appeal, so if you wish to submit new evidence you must describe its purpose and explain its prior unavailability.

Only the petitioner, the U.S. citizen spouse, is allowed to sign the form (or his attorney or representative) and not the beneficiary (the spouse denied the visa).Even though the appeal is addressed to the Board of Immigration Appeals, you must file it to the USCIS and it will be forwarded from there.

For question 1, the answer is NO.

For question 2, the answer is Yes.
