If you're saying you want to use them as "tabs" to reference what each piece is - no , that's not a problem at all. I also included something similar in my packet.

I would advise against it. If things need to be identified it should be more permanent.

I had a immigration officer rip them all off, was angry tabs were on there. i would refrain from it.they know what they are looking at. if at all, put a tabel of contents page, and number the bottom of each page

I would leave the tabs and sticky notes at home. When the packet arrives they are going to tear it apart then reassembly in their folders.
