Can my fiancee travel to the US to visit me while she is waiting for her K1 or K3 visa?

Yes. Note K-3 is basically no longer available. The CR-1 is the spouse visa available to you. There is a thread in here called "yes, you can visit" with people's successful experiences in visiting while various processes are happening.

You don't say where your fiancee is from. If she lives in a Visa Waiver country, probably so (but she should be prepared to answer a lot of questions upon arrival and do so 100% truthfully even with the risk of being sent home.) If she doesn't live in a VW country, her chances of being approved for a tourist visa while either a K-1 or a K-3 (or CR-1/IR-1) is pending are slim to none, depending on her country of origin.

Her entry will be solely at the discretion of the CBP officer when she arrives. It is possible though. Some people have been allowed entry with a pending petition, others have been turned back.

You could submit either the K-1 or CR-1 while she is visiting. She would return before her I-94 expires and wait the remainder of the time in her home country.

You could visit her while she waits or she can chance a visit to you.
