Question: how long was the CO interview?

Depending on how thorough or lengthy it was, it would affect your chances. I'm facing similar issues here, but I was NOT assured anything, and I was given an inaccurate time for administrative processing. I never had a VISA denied for me before; it was on my first try.

Be careful, because even if the visa isn't denied, it might take forever (literally, meaning never) to actually get it out. I'm pretty sure you have a deadline to meet - don't count on meeting it 100%.

My suggestion is, ask her to apply for acceptance into the college first, and then only worry about the visa. Because even if she has the visa, but she hasn't been accepted (or worse, isn't accepted) into the college, what's the point?

December 2009 -- Visit to Malaysia.

February 2010 -- Applied for B2 visa, approved.

March 2010 -- Visited US.

April 2010 -- Returned from US.

May 2010 -- Sent in K1 Visa application.

July 2010 -- Received NOA2 in 71 days from NOA1.

July 2010 -- Packet 3 received.

August 2010 -- Cancellation of K1 Visa application.

It is the other way around.

“If you know the enemy and know yourself, you need not fear the result of a hundred battles. If you know yourself but not the enemy, for every victory gained you will also suffer a defeat. If you know neither the enemy nor yourself, you will succumb in every battle.”

Since marriage is not an option for you and I assume the point of this is to spend time together, have you thought about moving to her country?

Is she from a DV eligible country? It's a long shot but it's something else to try.

What country is she from?

I'd say at this point her chances of a F-1 approval are near zero. The circumstances are such that even if I believe you that you are sincere in your protestations about marriage, the CO won't. This is one trick that has been pulled too many times. Again, I am not trying to be mean but there are people who do abuse the system. There are others who are not willing to commit to marriage or a life together but still would like to spend time with their significant other and thus look for round about ways such a tourist visa or a student visa. Eventually, they realize that the US government doesn't give visas to girlfriends only spouses or betrothed applicants.
