explanation letter needed for I-130?

Below you can read an explanation letter for the I-130, which I thought might help clear some things up. Is this letter necessary for our situation, and if so, is the format/wording appropriate?

Addendum to I-130 Cover Letter/Explanation of Case

I, Joseph XXXX, being the Petitioner of this I-130, met Dora XXXX, the Beneficiary, in June of 2005. We began a romantic relationship shortly thereafter, and petitioned for the K-1 fiance visa on (date) which was granted on (date). We married on (date), at (address).

Subsequently we applied for the Adjustment of Status and Dora XXXX was granted Legal Permanent Resident status on (date).

We moved together to Budapest, Hungary in April/May of 2009, without removing conditions from Dora XXXX’s Legal Permanent Resident status, thereby effectively abandoning her status. We moved to Hungary so I, Joseph XXXX, could pursue a Masters degree from the Franz Liszt Academy of Music in Budapest, Hungary. Though we have had every intention of settling in the United States upon completion of my degree, we moved to Hungary without removing conditions and had planned on re-applying with Direct Consular Filing at the United States embassy in Budapest.

I have moved back to the United States since the US embassy in Budapest will no longer accept form I-130 effective August 15, 2011.

I was told not to include any personal history (or a descriptive story) - although I did include a timeline of events for them to use as a quick reference sheet when they went through my supporting material. Each event was listed as such:

1st visit

Dates: June 4th, 2009 - June 24th, 2009

Location: Guadalajara, Mexico

Reason for Visit: Marriage

Mode of transportation: Airplane

and so on for every other visit with my spouse.

I found this helped me organize all my supporting material as well - best to make it as easy as possible to navigate your packet.

Your letter looks just fine to me though - doesn't go into too much wordy detail.

Overall your letter looks good. I'm not sure you need to include the sentence about direct consular filing.

Though we have had every intention of settling in the United States upon completion of my degree, we moved to Hungary without removing conditions and had planned on re-applying with Direct Consular Filing at the United States embassy in Budapest.

If you do choose to include this sentence, I would rephrase it to say, "Though we had every intention of settling in the Unites States upon completion of my degree, we moved to Hungary without removing conditions and had planned to apply for a spousal visa by filing the I-130 directly at the United States Embassy in Budapest."

I would definitely rephrase this sentence, the way it reads now, it states you went back to the US because of the USCIS change in procedure and not because your authorized stay in Hungary ended. It would be better to say something like, "I returned to the United States on X date as my authorized stay in Hungary had expired."

I used a lengthy expanation (2 pages) explaining the development of the relationship with I-130. And it was fine and I am waiting for my case to complete. I also included explanation letters both in I-864 and DS-230 packets. My belief is that explanation letter removes any confusion that USCIS/ NVC may have and avoids a posible RFE.
