A friend of mine whose fiance interviewed for the I-130 visa had his interview today and they told him everything was good but he had to get his school transcripts?? why do they need that? and does ne one have this experience?

Are you sure it was a CR-1 (spousal visa) they applied for, and not some sort of work visa? If it was indeed a marriage visa, the only reason I could think of is that they wanted proof the person lived in a certain place at a certain time, via school transcripts. Never heard of them asking that before though.

fiance(e)'s are not eligible for a CR-1 as that is an immediate relative visa (spouse) of which a fiance(e) is not

I think ur right..he had went to school in USA for a while and maybe they wanted proof of him living and going to school here.
