You are in Administrative Processing. This is common with spouses from certain countries. I am sorry as it can last months. All you can do is wait

I would also try to check back with them in a month. You definitely want to know where the case is: in the embassy or returned to USCIS. Good luck! I am sorry about that but you will overcome it.

Usually embassies are most responsive to e-mails, believe it or not...

That is the notorious Administrative Processing. It will take from 1 month up to a year (average in that embassy is 8 months). Make sure your spouse knows that they may be a long wait. Don't flood case status inquiries with the embassy. They don't like that.

If your spouse is Somali national, PIM me - I may have some tips for you once you are done with AP.

Yes, This mean that the case is under Administrative Review. You have to wait US embassy in Addis to call you. Give it for one month...
