Sorry for the redundant question, I see some information regarding this but I'm still confused.

Is the NVC electronic processing applicable in my case or not (beneficiary in Ukraine)? Or is this optional program at NVC works only for certain locales?

Only works for certain locations. There are two different electronic processings now it seems. The former pilot program for China, Mexico and a few others and a new process that uses the DS-260 which is a new pilot for specific locations. do a google on NVC electronic processing and on DS-260 to see the lists of countries for each.

Online Forms are restricted to certain embassy's. Specific information can be found here.

I see, so I can use the online OPTIN process but I would have to scan to PDF and send forms over e-mail.

The electronic forms are available to certain locations only, but this does not matter as much.

Is this correct?

If this is so, then should I obtain the reference number from NVC first using the phone and then complete, scan and use the OPTIN?

Yes that is correct. Signing up for Electronic Processing via OPTIN means you were sending all files as PDF and not mailing anything. It speeds up some processes and lets you keep originals. I dont trust mail, so hopefully it will work out.

You need to call NVC and get your case number first. Then use that to do the OPTIN.

When you get your case number, also get your IIN (invoice identification number) and Beneficiary ID if needed.

Use the guides and send your Choice of Agent as e-mail to speed it up as well.

No, no, no. Only CERTAIN countries can do Electronic Processing!

Ukraine is not eligible for EP nor is it eligible for the online forms.

Yes, you don't have any choice but to do the paper way.

Absolutely not correct. Some consulates you will have the option to do electronic processing, some it is required and all others it is still the paper process. Likewise, some consulates are using the DS-260 as a pilot program only. Canada is one of the consulates that allows the option of electronic processing. Kiev isn't. :bonk:
