Rules are same, does not matter what consulate you apply from.

At same time it depends on lot of variables in every case, mainly a consulate would look into few things like what is the fraud rate, are ppl from that country tend to apply for tourist visa gain entry into USA and never return back etc.

Local economy also plays into factor when there are not enough jobs and ppl are trying to get to US in hopes for finding jobs – they apply for tourist visa and then stay here illegally and working illegally (specially the low skilled jobs).

They also look at the past trends where they see lot of youths coming to US on tourist visa and then get married in US and apply for AOS they deny the tourist visa to ppl who fall between age bracket of say 20s-30s and so on.

Good example is India, until few years back it was really difficult to get a tourist visa, but changing trend in local economy, now days majority of the applicants who come on tourist visa complete their stay in US and return back etc has made it really simple to apply for tourist visa from India.

No, the rules are not the same from consulate to consulate. It's funny how you make the claim that rules are the same and then you list things that could cause the rules to differ.

Actually the ground rules are the same for every consulate as those are the rules the Department of State provides. Some consulates get additional instructions though, which come from, like Harsh_77 also wrote, the various variables per country but the rules don't change per country.

Denied tourist visa would have not impact on K1 nor would it be held against them. Seems you were married and then your husband was trying to get a tourist visa that is a different case.

OP is not married or engaged yet - in that case there is no impact.

They won't tell you it has a negative impact. Just like they can't use age as a factor in denying, but they do factor it into their decisions at this consulate- and they will find another official reason to put on the 221(g). Any signs of showing desperation to step foot onto American soil from a young MENA man are going to have a negative impact. Casablanca is not to be toyed with, and much preparation needs to go into approaching them to get an approval. Better safe than sorry, IMHO.

Well if you don't follow the "additional instructions" then you don't get a visa. Sounds like you are arguing what the definition of a rule is.

Also, by definition, "ground rules" vary from place to place.

That sucks that it seems to vary so much between consulates. My fiance came for a visit in July '10 from Mozambique and then we started the paperwork for our K-1 in September. I was nervous at first but she got the tourist visa, (don't know if it helped that I sent a letter saying I was a Peace Corps Volunteer at the time). I also know of another volunteer in Mozambique who just got tourist visa for her boyfriend. Neither of their families are rich either.

Squeaky is right and is giving good advice in this thread. Rather than taking the advice of members who are fortunate enough not to have experience with Casablanca, I'd suggest using the search tool to look at the archives of the MENA regional forum, and read up on the consulate reviews in the portal. I have read posts and reviews from members whose Moroccan SO's have been criticized for attempting to get to the US on a tourist visa before trying on a K-1 or CR-1. Those members have said the CO's accused their SO's of only caring about trying to get into the US. When the SO's responded that they wanted the tourist visa for the purpose of visiting the petitioning USC fiancee or spouse, the CO's reportedly laughed or suggested they didn't buy it.

I don't know how much clearer I can be. It is not a risk I would ever take, personally, even though I feel for the OP's situation. I'm not really sure why some members feel so confident about doling out damaging advice without any experience with Casablanca, but, at least the correct information is out there.

I think all of us who are dealing with, or are learning about Casa can feel for her. I get this question all the time.. "can't he just come and visit?" Oh if only. But at least the alternative is pretty neat too, visting a country as fascinating as Morocco.

It doesn't bother me at all. If it were easier for young Moroccan men to get visitor visas, every Imade, Achraf, and Mohamed would be getting them and overstaying- and that would make things harder at Casablanca than they already are. And I just can't imagine things being any harder than they already are. Not worth it.

As much as I wish my parents would go over there to meet him, I very much have my doubts about it. They don't really have the money or time, and I also don't think they'd feel totally 100% on going over there at this point anyways, as much as I would love them to go visit. I guess they'll just have to wait until he comes on K1, as much as it hurts to have to wait until like a week before we get married. My parents are just sorta old-fashioned, if you understand what I mean. Not that it's a bad thing or anything.. lol.

Thank you so much for the videos, Sara.. I appreciate it immensely.

Thanks to everyone else for your advice, it means a lot to me.
