Without seeing it, it's hard to comment. Did the certificate have name, date and place of birth as well as the parents' names? Was it a certified copy provided by the agency that issues the birth certificates?

Read the required info below.

Birth Certificate: An original birth certificate (legalized by the Junta Central Electoral and in the in extensa format)for each applicant. A birth certificate must be presented for each child under age 21, even if that person is not applying for a visa with you at this time. The date/place of birth and the names of the parents must be shown on the birth certificate.

The picture below is how it should look:

Why are you sending a copy of your fiance's birth certificate with the petition? A birth certificate is only required if it's being used by the US citizen to prove their citizenship, in which case they would have been born in the US and the birth certificate would already be in English. The foreign fiance's birth certificate isn't needed until the interview. If you sent it with the petition then USCIS is only going to ignore it because it wasn't needed.

12/15/2009 - K1 Visa Interview - APPROVED!

12/29/2009 - Married in Oakland, CA!

08/18/2010 - AOS Interview - APPROVED!

05/01/2013 - Removal of Conditions - APPROVED!

Right and "birth certificates" don't "expire" because the information in them doesn't change. While I'm at it, expiration dates on police reports are ignored as well. Consulates have their own standards on how old they can be and couldn't care less about an expiration date on the police report itself.

In the Dominican republic they do expire. So again don't get it until it is close to interview

Apples and oranges. An "expiration date" on a Birth Certificate would be ignored by any US immigration official, just as the expiration date on a Police report would be ignored. They care when the police report was issue, not some arbitrary expiration date. For a birth certificate they care who issued it and when, not about any arbitrary expiration date. The expiration date of a birth certificate is arbitrary and meaningless BECAUSE the information will never change. The police report is dated, so if the record was clean as of TODAY, and TODAY is within the acceptable time frame, an "expiration date" is both arbitrary and meaningless. They might as well be stamping an expiration date on a rock. Consular officers and USCIS adjudicators know this so they ignore such "expiration dates".
