You're going off of a telegram from DECEMBER 2001? Disregard what you found - and stop digging around for your own mental health - proceed with what the Vj guide says.

ROC 2009
Naturalization 2010

Filed: IR-1/CR-1 Visa Country: China
Timeline

Secretary of State, Colin Powell, in SEP 2001, promulgated a change of 'packet info mailouts' and put through this 'promulgation' in an Embassy Telegram dated DEC 2001.

If you are using forms dated in 1999 or 2000, you might want to be concerned.

Please check the publication dates on the forms that you have filled out...

or

Sorry, this not apply to any USCitizen, as the 'packet info mailouts' were only sent to each Visa Applicant in their respective home countries, usually sometime between 'casefile opened at IV Unit at Consulate' and 'appointment date set' time ticks. I'll bet you a case of frozen deer meat that not only does this NOT apply to you, and yer lass will NEVER see the old forms,

but (in addition)

all those old @#$@#$ info mailers were sent to Guangzhou and CasaBlanca, to use until they run out.

Sorry Dude - great historical archeaology find, but for what yer doing now, is absolutely useles.

Sometimes my language usage seems confusing - please feel free to 'read it twice', just in case !
Ya know, you can find the answer to your question with the advanced search tool, when using a PC? Ditch the handphone, come back later on a PC, and try again.
