My husband called NCSC to inquire about our case last month and the person he talked to told him that the CSC has a 2-week backlog and that we should wait and if nothing happens he should fill up a service request form. But he didn't do it since we contacted his senator and we got the RFE notification the next day. Maybe the form that they will be sending him is an inquiry about his occupation. I hope your fiance will get it soon, fill-up and send it back then you'll get the NOA2. Goodluck! :)

If I may say, giving your fiance all the benefit of the doubt, something is fishy here. I have been following your case a bit (I know that sounds weird) but I want you to get your NOA2! So I won't assume your fiance is making up excuses, but maybe he doesn't understand the process very well, and doesn't know how to get across to a real officer that can help (not the first person drone that picks up the phone). There is an option when you call to "report that your petition is out of processing times." He should do that and what they do is put in a service request, which I am pretty sure can be done over the phone, not send him anything. You are checking the uscis.gov website for updates, right? No touches on your case? (I assume this is correct but just have to ask).

Can you call them? You seem to know what's going on with the process. I know it's long distance and you can't use 800 numbers outside the US, but is there a real phone number to call? I bet someone here can dig one up. You could get an inexpensive calling card (I think...idk what's going on in Iran). It just seems weird there is technical problems one day, and the next day he instructs you to wait as he waits on the mail. Maybe he can't get past the first people that talk on the phone and just repeat stuff off of the screens and gets frustrated.

If you make contact with a congressman, you fill out a form and fax over permission for them to look at your case and argue for you. Also, it helps to find the Immigration Liason Staffer that deals specifically with Immigration requests. I wouldn't just send a form or an email and wait for a reply... I had to be a bit more proactive and get a name and a number and an email before things started rolling.

I know it sounds weird, but I have seen your updates and have seen that it has been really hard on you waiting. I wish you the best and hope you can get it sorted out soon.

I hope I haven't offended you in any way about questioning your fiance's understanding of the process. I don't know you or him and could be way off, but I am just trying to throw out ideas.

Does anyone have a phone number for uscis that can be used from overseas?

Also, I hope someone who has experience with putting in "service requests" for out of normal processing times will chime in here.

Good luck!

it is far from weird,we all do it to some cases and interesting people,so no problems there.

i am the one who handles the process,so yeah,he doesnt have as much information as i do.

the technical problems could have been out of the operators laziness.my fiance works from 6 am to about 11,and then 12.30 till about 5 pm,and the operators usually leave at about 6,so,the operator he talked to could have been really eager to leave.cause he said he herd her typing.

i honestly gave up on checking our case update excessively because well there is none, there has been only one touch, because of the change of address.

the plan is to wait til tomorrow, maybe monday, and if he didnt receive anything from them call the military hotline instead of USCIS since he is in armed forces.

again im not offended at all,i understand where youre coming from, and im flattered that youre interested in our case.

another question tho,the military hotline does not have a prefer calling time ( in order to get in touch with a human ) right?and they do handle inquiries?

Military Help Line: 1-877-CIS-4MIL (1-877-247-4645)

Members of the military and their families may call to receive assistance with immigration-related questions.

I don't know if there is a preferred time, but there is the number and what uscis.gov says about it. Good luck.

They didn't tell him that they are going to send it to him nor told him where to get it. So after he told me that, I went to their website's forms but couldn't find it there. So I asked him to call them again the next day. But then he didn't bother calling since we got the RFE email the next morning.

Just so you know, you can call 1-800 numbers for free on skype. You don't even need any skype credit in order to call. I know when I lived in Egypt, I had to call my bank and was able to call for free from skype because it was a 1-800 number. Maybe you can try to call from skype?
