Those are not the requirements, but are "nice to have" things.

It won't delay the process.

Chances are still there for a late Dec interview if NVC completes before middle of November. I don't know how busy is Manila Consulate.

In the instructions, it told you to make a cover letter and put your birth date on your photo. How will they be able to know what you sent or the age of the person in the photo without these things?

What instructions? It didn't tell anything in the travel state website plus I called the NVC and the woman I spoke with didn't tell about it. I agree to Loto. Not so important but it would be nice to have those so it is just easy for them to check the list of the documents I sent. About my age, they can take a look at my DS-230 form. Hahaha.... I think what important is the cover sheet. Anyways I appreciate your opinion!

Cover letters aren't a requirement. People include them if they have an especially complex case that they believe will need further enlightening. If you didn't include it, don't worry about it. It's not a show stopper. Manila consulate is a busy one. So you're pushing it by hoping a December interview. Might might happen if you're lucky. But I'm going to predict that it'll be in January. But I wish you best of luck.
