You can re-apply for a second CR-1 rather than fight the denial if you wish. It is often faster and cheaper than fighting the denial.

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.

OP, I'm still not clear on where in Canada your fiance is. If you are in the West, look seriously at the K-1 option, since Vancouver has traditionally been MUCH faster than Montreal. Also, for expenses, take into account it is usually cheaper to fly from any city in Western Canada to Vancouver than it is to Montreal.
