NOA1 Question

Does only the petitioner receive the NOA1? I have been in the US with him since we sent it in but when I called back home to make arrangements for me coming back I was told that no mail had come for me. So I was wondering if it only goes to the US Citizen Petitioner?

The petitioner (US Citizen) will be the one who receives the NOA1 at the petitioner's address that is written on the I-129F form.
