adoption/daughter ?

Hello my VJ friends I have a question,

My wife is from Guatemala and she had adopted a daughter, now that we are in the states and she is becoming a citizen she wants to know if we can just fill out a I-130 for her because the adoption did not take place through america but through her own countrys laws and regualtions. What do you all think?

I THINK SHE CAN DO IT, BUT DIS SHE ADOPTED HER BEFORE COME TO THIS COUNTRY? OR THE ADOPTION TOOK PLACE IN GUATEMALA BUT SHE WAS LIVING HERE?..

She lived with my wife before she came to the USA and she completed the adoption after arriving in the USA.

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.

Sucely is 9 years old and she was given up by her birth parents when she was born and the grandmother was rasing her until she came to live with my wife
