Mailing I-130 for someone who is living outside US

My brother in law is a USC and has been living outside the US since 1997.He wants to file an I-130 for his wife who has never been to US before and lives with him.

he has asked me to mail in the I-130 to USCIS in US.Can I do it from here?

If I understand what you are saying right, why not just have him directly file with the consulate in the country that he is living, assuming he meets the requirements? There are guides for that here on vj. In Ecuador, as long as you have lived in Ecuador for six months with a resident visa, you can do that and it is easier and takes much less time. For example, I was told that I wouldn't have to provide any proof of income. Unfortunately I never was in the country for six straight months. Here is a link.

why can't he mail it himself from where he is if he cannot file locally?

ya, you could do it for him - but there's going to be some 'address' issues -

if he maintained a house in usa, maintained domicile in usa, then it's easy to use that address.

Otherwise, it's misrepresentation to use YOUR address on HIM if he doesn't live with you, or is domiciled to your house.

There is another way to 'show him overseas' but have all mail sent to you - study the I-130 form and instructions.

IMO, though - he should make the attempt to file the I-130 via Direct Consular Filing in the country where he is. Seriously.
