Montana, Idaho consider increased wolf hunt quotas

Why? If their numbers are getting out of control in those states, and this will not put them back in the endangered category, they are becoming a nuisance and need to be dealt with. Each state has experts that determine the optimal number of wolves for their ecology, and Idaho is significantly over that.

Oh, and Never Cry Wolf is an awesome book!

With all of the foregoing in mind, it seems to me that man kills far more livestock than any wolf pack and since man is the apical predator as part of the ecology of Idaho and Montana, I wish to know when I can start hunting humans. How do I get a permit so I can be legal and when does the rancher and hunter season start?

Use Kangaroo and Moose decoys, dis-respectively, and you won't have any problem. Don't use Timbits as bait, they attract more than just Canucks.
