If he doesn't remember the names of the cities he's lived in since age 16, then he better put on his thinking cap or ask family members. "I don't remember" is not going to be acceptable. The DS 230 is his application for a visa.

Ya - there are 'original document' requirements for the DS-230, filed AT NVC.

Maybe a good time to review all, again?

DS-230 - http://travel.state.gov/visa/immigrants/info/info_3190.html

I-864 - http://travel.state.gov/visa/immigrants/info/info_3730.html

General NVC stuff - http://travel.state.gov/visa/immigrants/info/info_1335.html

Good Luck !

Sometimes my language usage seems confusing - please feel free to 'read it twice', just in case !

You got a RFE for the DS230.

He needs to answer Q.30 as accurately as he can.

He also needs to provide a PCC for Nigeria if he has lived there for more than 6 months after turning 16. It has to be turned into NVC, not at the time of interview.
