Hi all

The DS-156 form, question #31. Asks: Have you Ever Been Refused A U.S. Visa?

My fiancee tried for a tourist visa twice and been denied twice, is that mean she have been refused a US Visa?

Shall we answer YES on DS-156 form question #31? And answer the following WHEN? WHERE? WHAT TYPE OF VISA?

I believe that would qualify as a visa refusal. Im sure she received some sort of document regarding the refusals and I would answer "Yes" to that question.

As stated, yes that counts as a denial so you must fill in the information where asked.
