No they are not. Most will give you a copy of the I693 if it is just the vaccination transcription.

Not of the whole thing. Ours gave us a copy of the first page with her personal data as a receipt,

but there's a reason why the envelope is sealed. You're not supposed to know what's inside.

I received a complete copy of the form.

It's sealed because you are not supposed to CORRECT anything.It's easy to put a mark in any box.Doctors are responsible for information thats why it's sealed.

You have the right to know all information submitted in that form and they MUST give you a whole copy.

I have been received a complete copy of I-693 form from my Civil Surgeon.

He made a copy for me before he sealed the enveloppe.

- Make two copies of the completed and signed Form I-693, and any supporting documentation (such as x-ray reports or other reports) that you submit to USCIS. You should keep a copy of Form I-693 and any supporting documentation that you submit to USCIS for your records. Give the other copy of the completed and signed Form I-693 and any supporting documentation to the applicant.

London panel physicians said that they are not allowed to give out copies of the exam. It may be different from the civil surgeon exams done in the US.

That is very strange because any patient is entitled to know the results of his exams. I would say it's even against the law to withdraw information from patients.
