Cannot Get Marriage Certificate From Past Marriage

My fiancee went to the registry in Kiev today to try to get a copy of her marriage certificate from her past marriage, so that we can send with the K-1 petition proving the name change. She said they instead gave her a sheet of paper which includes her maiden name, the date of her marriage, the date of divorce, the last name of her ex-husband and the date the paper was given to her. It also has the registry's letterhead, seal and signature. Her ex husband has the original marriage certificate but is not cooperating! Do you think this paper she got will be okay or should she try harder to get her marriage certificate?

1) It is on the registry's letterhead, has a seal and a signature. That is very good. It will work fine.

2) Only send in the COPY of that document and keep the "original" for use again with the DS-156K and make sure she brings it to the USA.

3) She or you will need to translate it or you can pay for a professional translation (it does not matter) to send to the USCIS for the I-129F. If it is in Russian or Ukranian the USCIS might not accept it. Please see that you have a translation.

For the petition, that will do. Send it.

For the interview, Kiev requests the marriage certificate or "name change" certificate. She can get a "name change" certificate from ZAGS (she knows what that is) The marriage certificate is supposed to be turned in when they get divorced, but many people don't. Alla turned it in to her attorney and her attorney never returned it to ZAGS. We got it from her attorney. Expect the name change certificate to take 3 weeks to obtain (everything in Ukraine takes 3 weeks) and it needs to be translated. allow time for that before the interview.

Ukrainian divorce certificates state the name taken by each person after the divorce, so you are fine for the petition.

Thanks everyone! Gary and Alla, my fiancee says she wasn't familiar with ZAGS but says she think that the document she got is the "name change" certificate. Can you please tell me the name of the document you are referring to in Ukrainian, so I can ask her if it's what she has? I really appreciate your help and everyone else's help also!
