The ones in the North had a choice. The south did make many blacks do slave labor but at the end they did start offering them a chance for freedom if they enlisted. Many did do so but not surprisingly many deserted. There was a very good book on this.

Not all the "slave" states left the Union, and even in the "free" states, some blacks were sent in lieu of their employer's service. Remember, the Emancipation Proclamation, only freed slaves in the Confederate States, in hopes of creating disarray and tying up resources behind the Southern lines. The first engagement of the Civil War took place on April 12 and 13, 1861. The document was signed 19 months after hostilities began.

President Abraham Lincoln issued the Emancipation Proclamation on January 1, 1863, as the nation approached its third year of bloody civil war. The proclamation declared "that all persons held as slaves" within the rebellious states "are, and henceforward shall be free."

Despite this expansive wording, the Emancipation Proclamation was limited in many ways. It applied only to states that had seceded from the Union, leaving slavery untouched in the loyal border states. It also expressly exempted parts of the Confederacy that had already come under Northern control. Most important, the freedom it promised depended upon Union military victory.

Va. Governor Concedes Slavery Omission In Decree

Virginia Gov. Bob McDonnell has conceded a "major omission" for not noting slavery in declaring April Confederate History Month in Virginia.

As part of his mea culpa, McDonnell, a Republican, inserted into the proclamation a paragraph condemning slavery as "evil and inhumane" and blaming it as the cause of the Civil War.

In a 400-word statement issued by his office, McDonnell said the failure to include a slavery reference was a mistake and apologized to any Virginian who might have been offended or disappointed.

On Tuesday, McDonnell said in a telephone news conference that he wasn't focused on slavery in drafting the decree but on Civil War history.

I think it's a good thing. After all, the war between the states played a major roll in the history of our nation. It seems everyone now days just wants to forget all history. It does tend to repeat itself over and over again if forgotten.

Fact is a significant part of the US sepperated and started they´re own country, with several other states very close. When it was all said and done though, they were all Americans on the battle field, mainly fighting for they´re home. Therefore, IMO, the CSA should not be forgotten

I think it's a good thing. After all, the war between the states played a major rollrole in the history of our nation. It seems everyone nowadays just wants to forget all history. It does tend to repeat itself over and over again if forgotten.

There's a big difference between not forgetting the legacy of the Civil War, and glorifying the act of treason which led to it and caused the hundreds of thousands of deaths in which it resulted.

Remembering and celebrating are not the same thing.

Very well put. I hate it when people look to the Civil War and the Confederacy as a positive aspect of our past when in fact it was a dark stain on our history. We should remember it simply so that we do not repeat our mistakes.

Day - 2 Confederate Heritage Month Minute

Black Mississippi Legislator Defends Confederate Monument

In Mississippi on February 1, 1890, an appropriation for a monument to the Confederate dead was being considered. A delegate had just spoken against the bill, when John F. Harris, a Black Republican delegate from Washington, county, rose to speak:

"Mr. Speaker! I have risen in my place to offer a few words on the bill.

I have come from a sick bed. Perhaps it was not prudent for me to come. But sir, I could not rest quietly in my room without contributing a few remarks of my own.

I was sorry to hear the speech of the young gentlemen from Marshall County. I am sorry that any son of a soldier would go on record as opposed to the erections of a monument in honor of the brave dead. And, Sir, I am convinced that had he seen what I saw at Seven Pines, and in the Seven Day's fighting around Richmond, the battlefield covered with mangled forms of those who fought for this country and their country's honor, he would not have made the speech.

When the news came that the South had been invaded, those men went forth to fight for what they believed, and they made not requests for monuments. But they died, and their virtues should be remembered.

Sir, I went with them. I, too, wore the gray, the same color my master wore. We stayed for four long years, and if that war had gone on till now I would have been there yet. I want to honor those brave men who died for their convictions.

When my Mother died I was a boy. Who, Sir, then acted the part of Mother to the orphaned slave boy, but my old Missus! Were she living now, or could speak to me from those high realms where are gathered the sainted dead, she would tell me to vote for this bill. And, Sir, I shall vote for it. I want it known to all the world that my vote is given in favor of the bill to erect a monument in HONOR OF THE CONFEDERATE DEAD."

When the applause died down, the measure passed overwhelmingly, and every Black member voted "AYE."
