Hello! My name is Jesse, and my Fiancee is Petra. We are new here, happy to be a part of the VJ family. Ok, here is our story. I am an American citizen. My Fiancee is from Ukraine, and is currently in Canada on a student visa. We will soon be starting the CR1 process, after we are married in canada soon. We really need some help with two things.

First, we are unclear as to how we are going to get the police records from her time in Ukraine. Can the Ukrainian Embassy in Toronto get her records for her? Or, will she have to contact the police departments in Kiev herself? Either way, anyone know the forms they will ask for, and maybe contact info?

Next, vaccination records. Who has them in Ukraine, and how do we get them also? I know its early to be talking about this part of the process, but we are both very structured people, we like to know all that is going to happen.

The consulate in Toroto may indeed be able to help on the police records, I cannot say for sure. Otherwise it is handled by the main police station (or their designate) in the capital city of her Oblast in Ukraine. She will also need a police certificate from Canada or any other country she has lived for more than 6 months since age 16.

Vaccination records would be kept by her local clinic in Ukraine. Wherever she had the vaccinations, they will have the records

Will you be doing consular processing from Canada? Is she a Canadian citizen? Where do YOU live -- Canada or the US?

I hope someone else is able to help you on this, because as far as I understand, consular filing has to be done from the consulate at the beneficiary's place of birth or country of citizenship. Which means your fiancee will be interviewed in Ukraine.

She can get her police records from Ukraine. As far as her vaccinations are concerned, her childhood records should be sufficient. If they're lost like mine, an anti-body titer test can be done to determine immunization against certain viruses.

Yes, I am a born US citizen, and inside the US. Petra is in canada on a student visa, so she is temporary resident of canada, until the canadian student visa expires. She has applied for a B2 to come to the US only for visits, which is still processing, and she was able to see the US consulate in canada for that, so Im assuming the interview for CR1 is ok to be done in canada also.

She thinks we will have troubles getting police reports from Ukraine, if we have to go directly to the police stations. Im hoping that someone will know for sure, if she will have to go there in person, to Ukraine to get them or not. :-(

I would double check whether she can do CR1 from Canada. Call the embassy and find out. Tourist B2 visas are NOT the same thing as an immigrant visa. Like I said, from my understanding, it is only done in the beneficiary's place of birth/country of citizenship. Can someone else confirm/repudiate this?

So I would make sure before you take any actual steps.

She will need PCCs from Ukraine and Canada.

any person, Ukrainian national, who is authorized by Power of Attorney, can obtain the police clearance certificate. But in regular practise it takes long time to get the certificate.

Records are available. Police and prison records are kept by the Ministry of Internal Affairs and the Security Service of Ukraine. Immigrant visa applicants from Ukraine obtain police certificates at their local OVIRs (Office of Visas and Registration). Applicants outside Ukraine have to apply for police certificates through the nearest Ukrainian Embassy or Consulate.

Using the via consulate method will be very time consuming... better if you provide power of attorney to a friend or family member... they can get it for you within a few weeks.... any service that will do it for you, via this method, will have a big fee attached for there service..

Hi, I am regular visitor of this forum n i simply love it! I saw ur post yesterday n i was talking to my hubby that i should reply u! My hubby needed Russian Police Certficate bcoz he studied there 7 years ago . We had an impossible task in our hands as we could not get it from consulate. Our DS230 ws being delayed bcoz of that, they wasted 2 months here in Pakistan just talking to them and convincing to get the required Certificate. We wrote a letter to NVC telling we could not get PCC from Russian Consulate and even then we got an RFe for missing Russian Certificate. Then i came across this site which i had also seen on other immigration website, i have paid them the required amount atleast we r hopeful now! that we will get it! I guess they issue the Police Clearance certfictes from countries which are otherwise hard to issue the document, If u can get it by some means like some friend or fam member gets it for u or from consulate , which seemed impossible for us, think about them,

Atleast they pick up the phone and talk to me , i have also tried other consulate in us on my hubby's behalf but in vain, then atlast we payed them the fee and other amount and now fingers crossed we r waiting to get it in mail! :)

It is actually you are to pay not much less if you decide to provide Power of Attorney to some friend in Ukraine. First of all, you pay Notary fee to prepare Power of Attorney, then the Power of Attorney has to be Legalized (Apostille affixed) which is another fee and then the original has to be mailed (charges involved) to Ukraine where more fees are to be paid in OVIR. Then wait for weeks.

If you use the services where they charge reasonably, it is by far best option. You will get it done within several days and hassle-free.
