When people are "partially dependant" does that effect my household size?

If 2 people are partially dependant on me and 2 are wholly dependant is my household size 5 (including myself), or do I not count those partially dependant?

Why do they ask if they do have to be included?

That is a vague question, therefore difficult to give a good answer.

How many people live in the household with you? How many dependents did you claim on your 2008 (most recent) tax return?
