Thanks for your replies. We've talked with the other two neighbors across the way, who are similarly appalled. Today I'll call the Police Dept and see if the accident report is ready yet and how we get a copy. We will file a formal complaint. I think we'll also take it up with the city manager (ours is a pretty small town) later on. We have some previously scheduled vacation and either both of us will be gone or she will be for most of the next few weeks. By delaying that conversation with the City Manager for a while, we'll be sure to get a lot calmer but the topic of police harrassment will not be irrelevant to them.

We've heard some stories from neighbors (and not the type you'd expect to hear it from) that the police in this town have problems interacting with law-abiding public.

As I said before, I live in a town I consider very safe. The published crime rates are extremely low. I don't think this is fundamentally a result of good policing but the fact that this is an affluent, highly educated area (some would say, a bedroom community), with very low unemployment -- a number of indicators that correlate with low crime. In this town, I believe the biggest threat to the peace and quiet of law-abiding citizens is the police.
