There is precedent for that sort of thing. There are federal and state laws which attempt to circumscribe online behavior.

Consider for example CANSPAM. Critics argue that it is too weak and does not effectively reduce spam email. But obviously Congress feels it has a right to create such legislation. The various states have gone further, and there have been successful prosecutions of US based spammers as a result.

Oh, don't get me wrong, I'm sure it would work perfectly for US based spammers, or in case of this new bill, cyberbullies.

It's just that it fails whenever the perpetrator doesn't live in the US.

I understood that most cyber bullying is aimed at children and even though it may be anonymous it is usually by someone they know. It is an extension of the playground bullying but can be far more vicious when hidden in the cloak of internet anonymity. In these cases a US law may be effective.

"intent to coerce, intimidate, harass, or cause substantial emotional distress to a person."

If someone making comments about you on the internet causes you that much stress and anguish, I think you have bigger problems. I have four words for you....

I really am puzzled as to how this bill would even be remotely enforceable. Don't our already overburdened law enforcement agencies have their hands full with real crimes? I have two words to further complicate this...... Proxy Server.

They should consult with algore. He invented the internet, after all.

Don't just open your mouth and prove yourself a fool....put it in writing.

It gets harder the more you know. Because the more you find out, the uglier everything seems.
