I know getting a tourist VISA to the states is almost impossible but my step mother lives in Canada. Is it easier for her to try to get a VISA to visit in Canada. We are still waiting for NOA2 so I don't know if that will do any harm if she left China for 2 weeks?

Did you try to get a visa for the US? You never know :)

It would not harm anything if she travels on valid visa's.

My Advice is usually based on "Worst Case Scenario" and what is written in the rules/laws/instructions. That is the way I roll... -Protect your Status - file before your I-94 expires.

Applying for a US visa does not cause someone to stop living there life by prohibiting them from other international travel.

My fiance was turned around when she tried to enter the US after our K-1 was filed last fall. We meet in Canada, because I can drive there and its a direct long haul flight for her. In fact, if our NOA2 drags on much longer, we are going to meet again at the start of summer and tour the Rockies for a few weeks.

So yes, if you can't visit the US, and can visit Canada, its a good option.

No need to be in the home country until Packet 3 arrives. If it arrives while she is gone, then you are just delaying sending it back.
