yes he can . but talking about Thailand it might be kinda hard to get a tourist visa .

Can my fiance get tourist visa while waiting for fiance visa?

If it was difficulot to get a tourist visa before, it will be as difficult, maybe more difficult, to get a tourist visa now.

You can search on this website (toward the bottom left of the screen) for tourist visa during K-1 or something to that affect and you will find HUNDREDS of threads where this has been discussed. You can also post in the Thailand regional forum asking how many people were able to get a tourist visa during the process. No matter the country, there is never a definite answer as to whether a fiance(e) can visit during the filing. There is nothing in the rules that say that our fiance(e)s cannot visit, but that being said, some people have issues. As Gary said, it is very difficult to get a tourist visa from Thailand normally, so now it will most likely be even more difficult. The most important thing is for your fiance(e) to show ties to their home country beyond a doubt, which can be very very very difficult when you are in the US petitioning for them to come and live with you!

My advice, post on the regional forum and see how many, if any, people have had success with this!

Can my fiance get tourist visa while waiting for fiance visa?

I tried to do this & was told by the Embassy officer " Your documents are perfect & I believe she will return to Thailand but if I issue a tourist visa under these conditions I will lose my job ". He also went on to say " even if she had a visa it would be unlikely that she would be allowed entry into the USA at the POE because of the pending petition" . The problem is the hundreds of liers that proceeded you in this high fraud country.

Its 131 bucks to try but it wont happen. The only way to really know is to pay & walk up to the window because many feel they have some special situation.
