wanted to know if the letter describing our relationship and the letter of intent to marry does it have to be in english? or just there native language since the cant speak english?

A letter of intent is evidence - any evidence you submit to USCIS must either be in English, or be translated into English.

That is not true, to submit the i129F petition the letter does not have to be an original, your fiance will just have to present the original at her interview.

Also I am wondering when she interviews they will know that she does not speak English so won't it look funny that she signed a statement that she obviously couldn't write or even read? I don't know if this will be a problem, I just think it will look funny.

I dont know about Uganda's embassy, but in Manila the 129F and G325 included in the K1 petition package should be signed in its original form. Signatures must be in ink not a photocopy of the original. And we dont need those form at the interview.

Those are for the petition...not the interview. And yes they have to be in English. If she gives it to you in her language...translate it. As long as it is in english.
