i do not know who edits the page, but I am sure USCIS has nothing to do with it

it is just they look who got approved last and what is the date applied ..that is how they come up with that timeline ..it is nothing to do with CSC

Basically from what I understand that they do is simply taking the approvals on this site, the number of people having filed a petition on this site, those things and maybe a bit more, plus the results of previous years, should give an estimate which should be fairly right.
