US Immigration from Egypt

Hello Guys, I have Applied for my brothers to come to the US in 2020 and 2021. USCIS sent me the approval letter in October 2023. I tried to start my NVC process today, but I found the following message:

Due to the numerical limitations on immigrant visa issuance prescribed by law, this petition is not eligible for further processing at this time. The National Visa Center (NVC) will retain the petition until an immigrant visa becomes available. The NVC will notify the petitioner, principal applicant, or attorney of record when this petition is eligible for further processing. The principal applicant should not make any firm plans such as disposing of property, giving up jobs, or making travel arrangements at this time.

I couldn't pay the fees and the fees choose is highlighted (grayed).

The interview in Jerusalem, Israel.

Priority date : NOV 25 the 2020.

what I'm I expecting here?

Will appreciating sharing forms &/or links to file a case for my daughter.

I am lawful permanent resident just entered the states and received my green card & SSN.

All the family is here except my daughter she is unmarried 26 years.

Me, spouse and a son are lawful permanent residents while I have another son born in USA and carried US passport.

How could I apply for my daughter and are there any chances to expedite her case?

How likely is that I will have to go back to my country to continue the process?

Applied to asylum so then I can adjust my status doing the EB 2 NIW, how likely is I will go back to my country in order for the process to continue?

My lawyer told me that it will be necessary to return back to my country for an interview and a medical check in the consulate of the United States and then receive my green card.

But I ve seen multiple people just being called for that meeting inside the US and then just wait for their green card in the mail.

How likely is I will have to go back?

I'm currently at the NVC stage and one of the questions asked to determine which financial documents are required is "did you submit tax for the most recent year?" Given the tax season just started a couple days ago, I am interpreting 2023 as the most recent tax year. What's holding me up at the moment is that my spouse is obviously not a resident, which forces me to submit a W7 to get an ITIN so I can file "married filing Jointly". The problem is that I don't have her original documents with me here, so I am in a bit of an obstacle there.

Can anyone give me advice on how to proceed? Thanks
