Green Card Holder marrying in the Philippines

hi im kind of confused here need enlightenment please :(

my partner was petitioned and he's already in CA last oct. 2014 he's a green card holder already. now were getting married in april, civil wedding

went to qc city hall and told me need to pay 12,000 because he is already a US citizen (im confused because as far as I know hes just a green card holder not yet a US citizen) correct me if im wrong. 12K because of my partner's citizenship as per the officer..

or should i still put pinoy as his citizenship? and just indicate his US address on the license? as well as his parents

He is still a Philippine citizen so you should put Pinoy. He is not a US Citizen yet but only a Green Card holder. My wife is a Green Card holder and still has a Philippine passport, which means she is a Philippine citizen.

Who told you that he's a US Citizen? Your partner or the person at QC City Hall?

Your parter, if he's a Green Card Holder (aka Legal Permanent Resident), he still holds Filipino Citizenship and a Filipino Passport.

Did you already pay the fees?

Mar 10, 2015 - 3pm - Received SMS saying IV Package ready for pickup at 2GO MoA. Picked up at 5pm. (Shipped/Picked Up/In Hand on 3rd Business Day post interview)

Mar 13, 2015 - CFO Manila - Done

He is still a Filipino Citizen. He hasn't been in the USA long enough to qualify for anything else at this time (ie. US citizenship). Return to QC City Hall and ask for an application for non-foreigner but for a Filipino Citizen. Fill the documents with his current USA information, address in the US as well as his parents US address. Submit all his documentation as requested in (I. at counter 10). Don't forget you will need a Certificate of Family Planning (everyone) and Marriage Counseling (only if your age is 24 or younger) prior to getting the ML. I believe there is a 10 day waiting period between the issuance of the ML and the actual marriage.

Here are the requirements and it is not 12K PHP.

APPLICATION for MARRIAGE LICENSES AND REGISTRATION OF CERTIFICATE OF MARRIAGE (Counter 10 and Counter 11)

Requirements:

I.FOR MARRIAGE LICENSES (Counter 10)

Birth or Baptismal Certificates of both applicants. If widowed, death certificate of demise spouse, if previous marriage was annulled, copy of Court Decision and absolute Decree of Finality from the Court,

Community Tax Certificates of both applicants, male and female;

One ID photo (colored or black and white) of each applicant, male and female;

Certificate of Family Planning and Marriage Counseling*

*(There is no age limit for Family Planning, however couples 24 years and below need to attend Family Planning Sessions, and Marriage counseling. These sessions are scheduled for one-half day within the premises of the City Hall. (Inquire from any of the office clerks at Counters 8, 9, & 10 about the details)

If applicant is a Foreigner, requirements are:

Valid Passport;

Certificate of legal capacity to marry issued by their respective diplomatic or consular officials;

If divorced, copy of Final Decree of Absolute Divorce;

Certificate of Family Planning & Marriage Counseling & Responsible Parenthood.

Marriageable Age: 18 years old (male or female)

Persons below 21 years old need parental consent.

Persons 21 years and below 25 years old need advice from parents.

Registration Fees:

Application form - P50.00

Filing Fee - 100.00

Marriage License Fee - 100.00

Registration of Marriage Certificate - 70.00

Issuance of Marriage License should be released after 10 days posting after the Marriage Application was filed. License expires 120 days from the date license was issued.

Registration of Certificate of Marriage shall be in four copies distributed as follows:

1st copy- Local civil Registry

2nd copy- OCRG-NSO

3rd copy- Solemnizing officer/Church

4th copy- Couple

Note: Releasing of Marriage Licenses is up to 4:00 pm only.

He is a Filipino citizen with a green card. Definitely not a US citizen!

Put Filipino as his citizenship and yes you can put his US address as well as for his parents' info. If his parents are already US citizens, indicate as such.

That's how we did it when we got married. My husband didn't pay any fee. He did show his GC and Philippine passport to the LCR person when we applied for the marriage license. No biggie!
