Hi!

Does USCIS send out an e-notifications (text and/or email) when sending out the RFE or NOA2? Or does it only apply to NOA1?

03/11/16: I-129F NOA1 hard copy received
06/13/16: RFE Notice of Action
06/17/16: RFE NOA hard copy received

06/23/16: Response to RFE sent to CSC via USPS certified mail

06/29/16: Response to RFE sent to CSC was received

07/05/16: I-129F was approved and sent to NVC

07/27/16: NVC received petition

07/28/16: NVC sent petition to US Embassy in Manila

08/01/16: Consulate received

08/30/16: Medical

09/13/16: Interview date / Approved

09/17/16: Visa in hand

12/29/16: POE - Dallas, TX

If you're set for electronic notifications, yes, they'll send out notice for an RFE and the NOA2 (approval).

10/24/16: AOS Cases (I-864) RFIE recv'd hardcopy [Day 29]

12/23/16: AOS Case Status Updates - Interview Scheduled, text recv'd [Day 94] :dancing:

1/17/17: EAD/AP Combo Card recv'd via USPS Priority Mail [Day 119]

1/27/17: AOS Interview :star: - APPROVED!! :dance:  [Day 129 / 120 w/ 9day RFIE delay]

1/27/17: AOS Case status update - Approved | 1/31/17: New Card in Production | 2/1/17: Card Was Mailed

Other people received the NOA2 hard copy in the mail before they got an email and text for their approval . They received the email and text notifications later, But normally Yes we got the text/email first. So you guy go to the USCIS website and create an account there and make sure your turn on the email/text alert.
